Saudi Arabia’s Ministry of Defense has announced that the project to establish the Royal Saudi Air and Space Forces has entered its final stages, as part of the Ministry’s comprehensive institutional transformation program aimed at enhancing operational efficiency, strengthening readiness levels, and advancing the Kingdom’s defense capabilities to meet future requirements.

The project involves integrating the Royal Saudi Air Force and the Royal Saudi Air Defense Forces into a unified structure, enhancing operational integration, accelerating response capabilities, and streamlining the management of air, space, and defense assets within a more flexible and effective framework.

The initiative represents one of the most significant organizational transformations in the history of Saudi Arabia’s modern military establishment, aligning with the rapid evolution of warfare and emerging security and technological challenges.

BETH Analysis

From the Sky to Space

Modern air power is no longer limited to fighter aircraft and traditional air defense systems.

Contemporary warfare increasingly relies on:

Satellite capabilities.

Space-based surveillance and sensing.

Secure military communications.

Early warning systems.

And real-time data and operational management.

As a result, many major powers are moving toward integrating air and space capabilities into unified structures capable of managing the aerial and space domains as a single operational environment.

A Transformation in the Concept of Power

The project is not merely an administrative or organizational restructuring.

It reflects a deeper shift in military thinking.

Modern conflicts begin with information before missiles.

With detection before engagement.

And with control of the digital and space domains before control of the battlefield itself.

This is why building a force capable of operating across multiple layers of the air and space environment has become increasingly important.

Why Now?

The initiative comes at a time when the world is witnessing a rapid acceleration in the military space race and the technologies associated with it.

Satellites have become an essential component of national security.

Likewise, protecting critical infrastructure, air corridors, and communication networks is now closely linked to advanced space capabilities.

What Does This Mean for the Kingdom?

The project reflects Saudi Arabia’s transition from developing conventional military capabilities toward building integrated defense systems based on connectivity, interoperability, and joint operations.

It also strengthens the Armed Forces’ ability to address future challenges more effectively while providing a flexible framework capable of incorporating emerging military technologies in the decades ahead.

The Key Question

In the twentieth century, the question was:

Who controls the ground?

Then it became:

Who controls the skies?

In the decades ahead, the question may be:

Who possesses the ability to manage both the skies and space together?
