The Emergency and Crisis Management Department and Center at Tabuk Municipality achieved first place in the results of the “Samood” index evaluation for March 2026, in a step that reflects qualitative progress in the readiness of the municipal system and enhancing the efficiency of response to risks.

This achievement came after recording a progress rate of 45% in applying a number of key areas, including:

Risk management
Business continuity
Emergency and crisis management
Governance and strategy

The municipality explained that this progress reflects the integration of institutional efforts and work according to an organized methodology aimed at enhancing the ability to adapt and respond under various conditions.

It also indicated that work is ongoing to achieve national targets, with a plan to reach 52% in the resilience capability cycle by the end of the current year, as part of raising the level of organizational maturity in the crisis management system.

BETH Analysis

What has been achieved in Tabuk is not read as a numerical achievement only…
but as an administrative model that can be replicated.

Why is it considered a model?

Because it links measurement with execution
Because it relies on a clear methodology, not individual efforts
Because it shifts crisis management from reaction… to prior readiness

The most important indication

Real institutional work does not appear only during a crisis…
but is built before it.

Indicators like “Samood” do not only measure performance,
but reveal:

Level of readiness
Efficiency of coordination
Ability of the entity to continue under pressure

What Tabuk Municipality has achieved delivers a clear message:

Readiness is not an option…
but a system of work.

And in an environment where risks are increasing,
it is not the most resourced entities that excel…
but the most prepared.
