The Ministry of Tourism has approved updated regulations governing the operation of seasonal Hajj lodging facilities, including licensing and classification standards and a schedule of violations, as part of preparations to enhance the readiness of facilities accommodating pilgrims in Makkah and Madinah during the 1448 AH Hajj season.

The updates focus on regulating lodging operations and verifying their readiness before receiving pilgrims. Requirements include compliance with safety and maintenance standards, continuity of essential services, and adherence to operating criteria designed to provide safe and well-organized accommodation.

Two Hospitality Categories

The standards classify seasonal Hajj lodging facilities into two categories:

  • Economy Class.
  • First Class.

Each category has specific requirements covering guest rooms, shared facilities, reception services, cleanliness, maintenance, and the standard of services provided. This clarifies the distinction between the two categories and links classification to the actual level of service.

Three Stages of Oversight

Facilities will undergo inspection and oversight at three successive stages:

  • Before the license is issued.
  • Before operations begin.
  • During the period in which pilgrims are accommodated.

This process prevents a facility from beginning operations merely upon completing its documentation. It links licensing to verified on-site readiness and ensures continued compliance while services are being provided.

Ministry of Tourism spokesperson Nasr Al-Ansari said the updates aim to develop the regulatory and operational framework and ensure that facilities are ready before receiving guests, thereby improving service quality and reducing operational risks.

Preparation Begins Early

The ministry called on operators seeking licenses for seasonal Hajj lodging facilities to begin meeting the requirements early, complete maintenance and preparation work, and submit their license applications to avoid delays in beginning operations.

The ministry emphasized that serving pilgrims is a shared responsibility and a national trust. It said the updated standards form part of the “Our Guests Are Our Priority” campaign, which aims to provide a safe and well-organized hospitality experience befitting the Kingdom’s status and its long-standing legacy of serving the Guests of Allah.
