The Saudi Ministry of Sport has issued new regulations governing the sale and resale of tickets for sporting competitions and events, aiming to protect fans from unauthorized practices and strengthen transparency and oversight in the ticketing market.
Under the new regulations, ticket sales and resales are restricted to event organizers and ministry-approved platforms. Trading through unauthorized platforms or accounts is prohibited, along with the use of automated software and multiple accounts to circumvent purchase limits.
The regulations require platforms to disclose ticket prices, fees, and terms of use, as well as clearly explain cancellation, refund, and compensation policies. Hidden fees and misleading pricing practices are prohibited, while dynamic pricing is subject to regulatory controls.
Additional requirements include linking tickets to buyers’ identities, limiting the number of tickets each individual may purchase, protecting personal data, and ensuring platforms can handle periods of high demand.
Starting November 15, the ministry will begin accepting ticketing platform accreditation applications through its digital “Riyadi” platform. Existing operators have been granted 90 days from October 26 to comply with the new requirements.
BETH Analysis
The regulations mark a shift from overseeing ticket sales to regulating the broader ticketing and resale market, helping curb speculation and exploitation while improving fans’ access to tickets under transparent pricing and conditions.
The effectiveness of these measures will depend on consistent enforcement against unauthorized platforms and the prompt handling of consumer complaints, particularly during major sporting events.
