Council of Ministers: Support for Peace, Development, and Global Alliances

The Custodian of the Two Holy Mosques, King Salman bin Abdulaziz Al Saud – may God protect him – chaired the Cabinet session held today in Riyadh. At the outset of the session, the Council reviewed recent royal communications, including a message sent to His Majesty King Mohammed VI of the Kingdom of Morocco, and a phone call received by His Royal Highness Crown Prince and Prime Minister Mohammed bin Salman bin Abdulaziz from His Majesty King Abdullah II ibn Al Hussein of the Hashemite Kingdom of Jordan.
Regional and International Affairs
The Council expressed the Kingdom’s hope that the outcomes of the Sharm El-Sheikh Peace Summit, hosted by the Arab Republic of Egypt, would contribute to ending the war in Gaza and enhancing peace and stability in the Middle East. The Council emphasized the need for a complete Israeli withdrawal and for taking concrete steps toward achieving a just and comprehensive peace based on the two-state solution, establishing an independent Palestinian state on the 1967 borders with East Jerusalem as its capital.
The Cabinet also called for an immediate cessation of hostilities in Sudan, the preservation of its unity and institutions, and the implementation of what was agreed upon in the Jeddah Declaration on May 11, 2023, to spare the Sudanese people further suffering and destruction.
Bilateral Relations and International Cooperation
The Council reviewed developments in the work of joint committees between the Kingdom and several brotherly and friendly countries, affirming the progress made in advancing bilateral cooperation to achieve mutual interests. It also praised the Kingdom’s success in hosting international forums, notably the 25th Scientific Forum for Hajj, Umrah, and Visit Research, held under the patronage of the Custodian of the Two Holy Mosques, as a key milestone in enhancing the quality of services provided to pilgrims through innovative initiatives.
Furthermore, the Council welcomed the launch of the Regional Asset Recovery Network for the Middle East and North Africa, describing it as a practical step toward combating corruption and money laundering, and strengthening transparency across the region.
Scientific Excellence and Innovation
The Council extended its congratulations to Saudi scientist Professor Omar bin Monees Yaghi for winning the 2025 Nobel Prize in Chemistry, considering the achievement a reflection of the Kingdom’s unwavering support for research, development, innovation, and Saudi scientists across various disciplines.
Regulatory and Developmental Decisions
The Cabinet approved several decisions, including:
A Memorandum of Understanding (MoU) between the Ministry of Energy and the United Nations Environment Programme.
Saudi–Chinese cooperation in the field of water industries.
A model MoU for international tourism promotion and marketing.
Statistical cooperation agreements with Qatar and the United Arab Emirates.
Research and innovation collaboration with Turkey.
An MoU between the Saudi Public Prosecution and its Turkish counterpart.
E-learning cooperation with South Korea.
Amendments to the Accounting and Auditing Profession Law.
Revisions to the National Development Fund regulation.
Assigning the operation of small-scale water treatment plants to the Saudi Water Authority.
Approval of the final accounts for King Abdulaziz City for Science and Technology and the King Fahd Causeway Authority.
Administrative Promotions
The Council approved several promotions to the 15th and 14th ranks in the Ministries of Interior, National Guard, Islamic Affairs, and the Supreme Court, reinforcing the role of national competencies in leadership positions.
Concluding Reports
The Cabinet reviewed the annual reports of several government entities, including the Ministry of Environment, Water and Agriculture, the Zakat, Tax and Customs Authority, the General Authority for Awqaf, the Saudi Data and AI Authority, the Saudi Standards, Metrology and Quality Organization, and the National Centers for Government Resource Systems, Water Efficiency, and Rationalization, taking the necessary actions accordingly.
