Saudi Arabia has been elected by the United Nations Economic and Social Council (ECOSOC) to membership in the Commission on Science and Technology for Development (CSTD) for the 2027–2030 term, in a move that strengthens the Kingdom’s presence within the international system concerned with shaping future policies in technology, innovation, and digital development.

The Situation

The Communications, Space and Technology Commission (CST) stated that the Kingdom’s election reflects its growing contribution to discussions on global issues related to:

  • emerging technologies,
  • artificial intelligence,
  • data governance,
  • and support for sustainable development goals.

The Commission also noted that Saudi Arabia’s membership will contribute to following up on the implementation of the outcomes of:

  • the World Summit on the Information Society (WSIS),
  • and the Global Digital Compact (GDC),

in addition to participating in the development of relevant international recommendations and policies, which are later submitted to the United Nations General Assembly for adoption.

CST confirmed that this achievement came in coordination with the Ministry of Foreign Affairs, as part of strengthening the Kingdom’s role as an active international partner within the United Nations system, particularly in the fields of:

  • communications,
  • technology,
  • space,
  • and the exchange of expertise with member states and international organizations.

The election also reflects Saudi Arabia’s direction toward contributing to the building of a sustainable digital environment, while enhancing the Kingdom’s competitiveness and global presence in the digital and technological economy.

This election comes as an extension of Saudi Arabia’s previous presence within the commission, as the Kingdom chaired the commission’s 25th session in 2022, represented by CST, in an indication of growing international confidence in the Saudi role in digital and technological affairs.

The Commission on Science and Technology for Development (CSTD), established in 1992 and comprising 43 member states, serves as the main advisory body to the United Nations General Assembly and ECOSOC on issues related to:

  • science,
  • technology,
  • and the impact of digital transformation on global development.

BETH Analysis

The news should not be read merely as a ceremonial UN membership,
but as part of Saudi Arabia’s transition from being a “user of technology” to becoming “a participant in shaping its global rules.”

Today, the world is witnessing an accelerating race over:

  • artificial intelligence,
  • digital sovereignty,
  • data,
  • and future technologies,

which are no longer purely technical matters, but have become closely linked to economics, security, and international influence.

From this perspective, Saudi participation in UN committees concerned with drafting digital recommendations and policies appears to signal the Kingdom’s desire to be present inside the “room where the future is shaped,” rather than merely observing its outcomes.

And in a world where the rules of technology are being rewritten rapidly,
participation in decision-making…
has sometimes become more important than possessing the technology itself.
