Council of Ministers: Coordination and Momentum

His Royal Highness Mohammed bin Salman, Crown Prince and Prime Minister – may God protect him – chaired today in Jeddah the session held by the Council of Ministers, within the framework of following up on developments and enhancing internal and external coordination.

 

Overview

At the outset of the session, His Royal Highness briefed the Council on the content of the message received by the Custodian of the Two Holy Mosques Salman bin Abdulaziz Al Saud – may God support him – from His Excellency the President of the Republic of Djibouti Ismail Omar Guelleh, which is related to bilateral relations between the two brotherly countries.

He also briefed the Council on the outcome of his consultations and discussions with a number of world leaders, including:

The Syrian President Ahmed al-Sharaa
The Lebanese President Joseph Aoun
The President of the Swiss Confederation Guy Parmelin
The Ukrainian President Volodymyr Zelenskyy
The Prime Minister of Japan Sanae Takaichi
The Prime Minister of the Czech Republic Andrej Babiš
The Prime Minister of Bangladesh Tarique Rahman

His Royal Highness expressed his appreciation to the leaders of the Gulf Cooperation Council states for their efforts in the Gulf consultative summit hosted by the Kingdom, in a way that enhances coordination and joint action to achieve the security and stability of the region.

The Minister of Media, Salman Al-Dossary, stated that the Council of Ministers reviewed regional and international developments, reaffirming the Kingdom’s firm positions and its continued support for all diplomatic efforts aimed at establishing the foundations of global peace and stability.

The Council also reviewed local reports related to the achievements of Saudi Vision 2030, where the percentage of indicators that achieved their annual targets reached (93%), driven by structural, economic, and legislative reforms, with emphasis on intensifying efforts in the third phase.

The Council commended the progress achieved in the “Emerging Technologies Adoption Readiness Index” for 2026, alongside the continued provision of innovative government services that enhance digital integration and productivity.

 

Decisions

The Council reviewed the items on its agenda and concluded the following:

Approval of a memorandum of understanding between the Ministry of Energy in the Kingdom of Saudi Arabia and the Ministry of Mines and Energy in the Republic of Colombia in the field of energy.
Approval of two memoranda of understanding for cooperation in youth and sports with Brunei Darussalam and the Federal Republic of Somalia.
Approval of a memorandum of understanding between the Ministry of Economy and Planning in the Kingdom of Saudi Arabia and the Ministry of Economy and Regional Cohesion in the Portuguese Republic.
Approval of a memorandum of understanding between the Ministry of Investment in the Kingdom of Saudi Arabia and the Investment Promotion Agency in the State of Qatar to encourage direct investment.
Approval of an agreement with the Federal Republic of Nigeria on cooperation and mutual assistance in customs matters.
Approval of a memorandum of understanding between the Saudi Food and Drug Authority and the Food and Economic Safety Authority in the Portuguese Republic.
Approval of a memorandum of understanding for news exchange between the Saudi Press Agency and the Syrian Arab News Agency.
Approval of the regulations governing the contracting of Saudis abroad and the salary scale.
Approval of the organizational structure and guide for the Ministry of Hajj and Umrah.
Approval of final accounts for a number of government entities for a previous fiscal year.
Issuing directives regarding several items on the agenda, including annual reports of the Saudi Fund for Development and the Strategic Office for the Development of Al-Jouf Region.
Approval of promotions for a number of administrative leaders.

 

BETH Analysis
