The Ministry of Interior confirmed the enforcement of a fine of up to SAR 100,000 against anyone who applies for a visit visa—of any type—for a person who performs or attempts to perform Hajj without a permit, or who enters or stays in Makkah and the holy sites in violation of regulations.
The Ministry clarified that fines are multiplied based on the number of individuals for whom visit visas were issued and who performed or attempted to perform Hajj without a permit, or entered or stayed in Makkah and the holy sites unlawfully.
The Ministry urged everyone to comply with the regulations governing this year’s Hajj season (1447H) and to cooperate with the relevant authorities to ensure the safety and security of pilgrims, stressing that violations will result in legal penalties.
It also called on the public to report violators via (911) in Makkah, Madinah, Riyadh, and the Eastern Province, and (999) in the rest of the Kingdom.
