Saudi Arabia’s National Industrial Development Center signed a memorandum of cooperation with European aerospace company Airbus to explore opportunities to develop and localize the aviation and helicopter manufacturing industry in the Kingdom, on the sidelines of the World Defense Show 2026 in Riyadh.

The memorandum aims to build an integrated aviation industrial base in Saudi Arabia, including studying the establishment of an engineering center to develop national capabilities in manufacturing, assembly, maintenance and repair, as well as creating a supporting logistics ecosystem. The cooperation also covers technology and knowledge transfer, attracting global suppliers to invest locally, developing national talent through education and training partnerships, and coordinating with relevant entities on procurement options and export-oriented strategies, alongside exploring incentives and financing options to enhance project readiness and competitiveness.

The agreement reflects Saudi Arabia’s push to localize high-value industries and strengthen its position as a regional industrial and technological hub in the aviation sector, in line with Vision 2030 goals.

BETH Comment
The move signals a strategic shift from procurement to industrial ecosystem building in Saudi Arabia’s aviation sector. The real value of such partnerships will be measured by the depth of localization, local content ratios, and the ability to evolve into export-oriented platforms—rather than limiting outcomes to final assembly or symbolic partnerships.
