Custodian of the Two Holy Mosques, King Salman bin Abdulaziz Al Saud, presided over the session held by the Council of Ministers, this afternoon, Tuesday, at Al-Yamamah Palace in Riyadh.
At the beginning of the session, the Custodian of the Two Holy Mosques briefed the Council on the results of his talks with his brother, His Majesty King Hamad bin Isa Al Khalifa, King of the Kingdom of Bahrain, and what they reflected in the depth of existing relations between the two brotherly countries, keenness to develop and develop them in all fields, and emphasizing the unity of the position and the common destiny towards all regional and international issues and developments.
The Custodian of the Two Holy Mosques also briefed the Council of Ministers on the contents of the two letters he received - may God protect him - from the Transitional President of the Republic of Mali and the President of the Republic of Benin.
Subsequently, the Council discussed the content of the two phone calls received by His Royal Highness the Crown Prince - may God protect him - from His Excellency the President of the Russian Federation and His Excellency the President of Ukraine, and the affirmation of the Kingdom’s support for everything that contributes to de-escalation, and its readiness to mediate between all parties. parties, and their support for international efforts to resolve the crisis politically.
The Minister of Information in charge, Dr. Majid bin Abdullah Al-Qasabi, stated that the Cabinet reviewed the results of the official visit of the President of the Republic of Cyprus to the Kingdom, and his talks with His Royal Highness, the Crown Prince, and the satisfaction they expressed for the level reached by the bilateral relations, and the common desire to Working on developing a strategy to strengthen cooperation in all fields to serve the interests of the two countries and achieve security and stability in the region.
The council valued the contents of the press dialogue of His Highness the Crown Prince, and the assurances it included about the development, modernization, reforms and major projects that the Kingdom is witnessing within the programs of (Vision 2030). In accordance with its economic and cultural components, its people and its history, in addition to its standing towards its historical responsibility towards the Islamic world by confronting extremism and terrorism, and continuing to strengthen bilateral cooperation and strategic partnerships with countries of the world on the basis of mutual respect and common interests.
Al-Qasabi indicated that the Council of Ministers discussed the meetings of the Council of Arab Interior Ministers in its thirty-ninth session in Tunisia, and what the Kingdom stressed during them on the importance of cooperation and efforts to intensify joint coordination in a comprehensive technical and human system to maintain security and stability in the region, and to keep pace with the fields of technology and cybersecurity.
The Council reiterated, as confirmed by the Kingdom at the high-level meeting of the forty-ninth session of the United Nations Human Rights Council, its interest in human rights and taking everything that would promote and protect them, including the initiative of His Highness the Crown Prince to protect children in the cyber world to confront the threats that target them on the Internet. And the issuance of the national policy to prevent child labour.
The Council of Ministers blessed the launch of the strategy of the Custodian of the Two Holy Mosques Scholarship Program, which is a continuation of the state’s efforts to develop the capabilities of the sons and daughters of the country and enhance their competitiveness locally and globally within the framework of the objectives of (Vision 2030), in line with its priorities, executive programs and the needs of the renewed and accelerating labor market.
The Council promised to lift the precautionary and preventive measures related to combating the Corona pandemic in the Kingdom, as a result of the gains achieved in combating the pandemic, thanks to God, then the unlimited support from the state - may God protect it - and the concerted national efforts from all sides, and progress - praise be to God - in The national vaccination program, and the high rates of immunization and immunity against the virus in the community.
The Council of Ministers was briefed on the topics on its agenda, including topics that the Shura Council participated in its study, as well as the conclusions of the Council of Economic and Development Affairs, the Council of Political and Security Affairs, the General Committee of the Council of Ministers, and the Council of Experts in the Council of Ministers in this regard.

Approval of a cooperation agreement between the Ministry of Environment, Water and Agriculture in the Kingdom of Saudi Arabia and the Secretariat of the United Nations Convention to Combat Desertification.
Third:
Authorizing His Excellency the Minister of Investment - or his representative - to negotiate with the Cypriot side regarding the draft framework cooperation program to strengthen bilateral relations in the field of investment between the Ministry of Investment in the Kingdom of Saudi Arabia and the Invest in the Republic of Cyprus, and to sign it.
Fourthly:
Authorizing His Excellency the Minister of Finance - or his representative - to discuss with the Egyptian side a draft memorandum of understanding between the Ministry of Finance in the Kingdom of Saudi Arabia and the Ministry of Finance in the Arab Republic of Egypt regarding the establishment of a high-level financial dialogue, to sign it, and then submit the final signed copy, to complete regular procedures.
Fifthly:
Authorizing the Chairman of the Board of Directors of the Saudi Space Authority - or his representative - to discuss with the Italian side a draft memorandum of understanding between the Saudi Space Authority in the Kingdom of Saudi Arabia and the Italian Space Agency in the Italian Republic to cooperate in the field of space activities for peaceful purposes, sign it, and then upload the copy The final signed, to complete the formal procedures.
Sixthly:
Authorizing the head of the General Accounting Bureau - or his representative - to negotiate with the Azerbaijani side regarding a memorandum of understanding between the General Accounting Bureau in the Kingdom of Saudi Arabia and the Accounts Chamber of the Republic of Azerbaijan to cooperate in the field of accounting, control and professional work, sign it, and then submit the final signed copy, to complete regular procedures.
Seventh:
Approval of the accession of the Kingdom of Saudi Arabia to the Convention on Road Signs and Signals (Vienna, November 8, 1968).

Approval of the personal status system.
Ninth:
Approval of the organizational arrangements for the committee for inventorying and developing investment opportunities emanating from the Supreme National Committee for Investment in the Council of Economic Affairs and Development.

Amending the system of protection from abuse, issued by Royal Decree No. (M / 52) dated 11/15/1434 AH, and amending the child protection system, issued by Royal Decree No. (M / 14) dated 2/3/1436 AH, as contained in the decision.

Renewing the membership of Dr. Abdullah bin Mufreh Al-Roqi, one of the presidents of Saudi universities (President of the University of Tabuk), Dr. Abdullah bin Yahya Al Muhaya, one of the specialists and experienced in the field of e-learning, and Mr. Khalid bin Suleiman Al-Muhaisen from the private sector, and the appointment of Dr. Enas bint Suleiman Al-Issa (President of Princess Nourah bint Abdulrahman University), Dr. Laylak bint Ahmed Al-Safadi (President of the Saudi Electronic University) are university presidents, and Dr. Khalid bin Hussein, my client, is a specialist and experienced in the field of e-learning, members of the Board of Directors of the National Center for E-Learning.

- Ali bin Saleh bin Musleh Al-Shamrani is promoted to the position of (Deputy Head of a Public Authority) at the fifteenth rank at the General Presidency of the Commission for the Promotion of Virtue and the Prevention of Vice.
- Nasser bin Mansour bin Nasser Al-Mansour is promoted to the position of (security advisor) at rank (14) at the Ministry of Interior.
- Adil bin Omar bin Nour Al-Somali is promoted to the position of (General Manager), rank (14) at the Ministry of Communications and Information Technology.
- Mohammed bin Abdullah bin Abdul Rahman Al-Shabanat is promoted to the position of (General Manager) at the (fourteenth) rank at the General Presidency of the Commission for the Promotion of Virtue and the Prevention of Vice.
