The Arab Parliament approves the first Arab guiding law to protect and enhance cybersecurity in Arab countries
Beth: The Arab Parliament approved the first guiding Arab law in the field of protecting and enhancing cyber security in the Arab countries, in the context of supporting Arab efforts in developing a comprehensive legal framework to confront cyber crimes, enhancing the protection of technical systems and their components, and securing the services they provide and the data they contain. from any illegal activities.
This was done during the first session of the Arab Parliament for the second session of the third legislative term. In this session, the Arab Parliament approved the draft law, which began as a proposal submitted by Adel bin Abdul Rahman Al-Asumi, Speaker of the Arab Parliament, and then referred it to the Committee on Foreign Affairs, Political Affairs and National Security to prepare the first draft. The draft law, which was sent to Arab parliaments and councils to receive their comments on the project, to finalize it after including the observations and visuals of parliaments of Arab countries and presenting it to a number of professors specialized in this field.
In this context, Al-Asoumi explained that the Law on the Protection and Promotion of Cyber Security in the Arab Countries aims to govern the concept of cybersecurity and its applications within the concerned institutions in the Arab countries, and to protect sensitive infrastructure that depends on information technology in its operation, as well as raising societal awareness about issues Cyber security. Al-Asoumi added that during the stages of preparing this law, the existing national laws in this field in a number of Arab countries were taken into consideration, as well as some Arab national strategies to combat cybercrime, and the existing laws were used in other international experiences such as the European Union countries. In addition to some studies specialized in this field issued by a number of think tanks concerned with cybersecurity issues at the level of the Arab region and abroad, which has given the law a great deal of comprehensiveness and integration in dealing with this vital and important issue for all Arab countries.
The law consists of six chapters. The first chapter deals with the definition of the terms contained in the law, its objectives and some general provisions. The second chapter includes a number of articles on building the legislative capacities of Arab countries in protecting and enhancing cybersecurity, establishing independent national institutions for cybersecurity, and building qualified human cadres in this field. The field, while the third chapter deals with Arab cooperation in the field of cybersecurity, in terms of the exchange of experiences and information between Arab countries, and mutual legal assistance, as well as the establishment of an Arab center to promote confronting cybercrime, and the fourth chapter deals with international cooperation in the field of cybersecurity, in terms of exchanging experiences Coordinating positions with other countries within the framework of ratified international, regional and bilateral agreements, as well as supporting efforts to reach a comprehensive international agreement on cybersecurity. Chapter Five deals with identifying and diagnosing crimes that are punishable in accordance with the provisions of this law, all the way to Chapter Six and the last, which deals with Some final provisions.
