the background:

The Iranian regime has committed a serious violation of its nuclear obligations under the Joint Comprehensive Plan of Action and the Treaty on the Non-Proliferation of Nuclear Weapons, as evidenced by IAEA reports.

The most striking feature of Raisi's government is the rise of former senior leaders in the regime's mullahs' guard forces.

In addition to his deputy for economic affairs, nearly two-thirds of the nineteen ministers are IRGC veterans.

Many of the governors are also commanders in the IRGC.

The appointments are a desperate attempt to deal with the volatile state of society and the prospect of popular uprisings.

Protests have continued in Iran since 2017, with rising discontent over economic and social crises, corruption and a lack of freedoms.

In the summer of 1988, the Iranian regime carried out secret mass executions of 30,000 political prisoners, 90% of whom belonged to the main Iranian opposition group, the People's Mojahedin Organization of Iran.

Ibrahim Raisi was a member of the "death committee" responsible for carrying out this massacre. In December 2018, Amnesty International released a comprehensive report declaring the 1988 massacre "ongoing crimes against humanity". At the 117th Congress, Resolution H.Res.118 with 250 co-sponsors referred to the massacre as a crime against humanity and called for accountability and accountability.
