NEOM - The Council of Ministers held its session today, Tuesday, Rabi` Al-Awwal 06, 1443 AH, corresponding to October 12, 2021 AD - via video communication - headed by the Custodian of the Two Holy Mosques, King Salman bin Abdulaziz Al Saud, Prime Minister, may God protect him.

At the beginning of the session, the Council of Ministers was briefed on the overall talks that the Kingdom has conducted with a number of countries in the world during the past few days, aimed at consolidating and developing relations in various fields, including the content of the message sent by the Custodian of the Two Holy Mosques - may God protect him - to His Excellency President Hassan Ouattara, President of the Republic of Kut d’Ivoire

Subsequently, the Council addressed the influential role played by the Kingdom in international forums through the United Nations, various international organizations, and the Group of Twenty to serve its interests and the interests of its brothers, and to strive towards achieving more security, peace, stability and development, which contributes to building a stronger and more robust world in the face of challenges. .

In this regard, the Cabinet was briefed on the outcomes of the Seventh Summit of Parliament Speakers of the G20 Member States, which was held in the Italian capital, Rome, that enhance efforts to build and protect the human being, achieve sustainable development, preserve the gains of the global economy and meet the hopes and aspirations of peoples.

His Excellency the Minister of State, Member of the Council of Ministers and Acting Minister of Information, Dr. Essam bin Saad bin Saeed, explained that the Council addressed the results of the Kingdom’s participation in the meetings held within the framework of the work of the 76th session of the United Nations General Assembly, and its commitment to joint cooperation and support for humanitarian and development efforts. Enhancing the stability and balance of global oil markets, as well as contributing to achieving global goals to combat climate change, through qualitative initiatives, most notably (Green Saudi Arabia), (Green Middle East) and (Circular Carbon Economy).

The Council of Ministers reiterated the Kingdom’s position calling for making the Middle East region free of all weapons of mass destruction, and its affirmation, during the meetings of the Executive Council of the Organization for the Prohibition of Chemical Weapons, of the great attention it attaches to the Convention on the Prohibition of Chemical Weapons for the importance of its objectives and its role in strengthening international peace and security.

The Council considered that the Kingdom’s victory in the presidency of associations and federations in the World Intellectual Property Organization (WIPO), a new success added to the series of achievements it has achieved in this field, and reflects its prestige and appreciation at the international level.

His Excellency indicated that the Council of Ministers, in the context of its review of the developments of the situation and their course on the regional and international arenas, followed up the efforts of the coalition to support legitimacy in Yemen in taking and implementing the necessary measures and measures to deal with terrorist acts and the futile attempts of the Houthi militias to target civilian objects and civilians in the Kingdom, and threaten Shipping lines and international trade in the Bab al-Mandab strait and the southern Red Sea.

The Council noted the launch of the National Investment Strategy, one of the main enablers to achieve the objectives of the Kingdom’s Vision 2030, including developing investment opportunities in promising economic sectors, improving the business environment, enhancing its attractiveness and competitiveness, and increasing the effectiveness of partnership between the public and private sectors. Which contributes to maximizing the benefit of what God has endowed this country with a distinct strategic location, a pioneering investment power, and Arab and Islamic depth.

The Council of Ministers was briefed on the topics on its agenda, including topics that the Shura Council participated in its study, as well as the conclusions of the Council of Economic and Development Affairs, the Council of Political and Security Affairs, the General Committee of the Council of Ministers, and the Council of Experts in the Council of Ministers in this regard.

The council concluded the following:

First:

Authorizing His Royal Highness the Minister of Energy - or his representative - to discuss with the British side a draft cooperation agreement between the Government of the Kingdom of Saudi Arabia and the Government of the United Kingdom of Great Britain and Northern Ireland in the field of energy, to sign it, and then upload the final signed copy, to complete the regulatory procedures.

Secondly:

Authorizing His Excellency the Minister of Finance, Chairman of the Board of Directors of the Zakat, Tax and Customs Authority - or his representative - to sign a draft agreement between the Government of the Kingdom of Saudi Arabia and the Government of the People’s Republic of Bangladesh on cooperation and mutual assistance in customs matters, and then submit the final signed copy, to complete the regulatory procedures.

Third:

Approval of the re-formation of the Bankruptcy Committee, for a period of (three) years, as follows:

His Excellency Mr. Badr bin Abdul Mohsen bin Hadab.

Mr. Abdul Rahman bin Muhammad Al Zughaibi.

Dr. Ahmed bin Abdullah Al-Maghamis.

Sheikh / Abdullah bin Adnan Al-Sulaimi.

Mr. Abdulaziz bin Saud Al-Duhaim.

Fourthly:

Postal system approval.

Fifth:

The General Authority for Transport continues the procedures for shifting and housing its employees on the new ladder.

Sixthly:

Approval of the promotion of Fahd bin Hamad bin Saad Al-Suwaihab to the position of (Director General of the Judicial Training Center) at rank (15) at the Ministry of Justice.

The Council of Ministers was also briefed on a number of general topics on its agenda, including an annual report of the Hail Region Development Authority, and the Council took the necessary measures regarding these topics.
