His Excellency stressed during the meeting that the file of visual distortion treatment is one of the important elements in improving the urban landscape, and this file is of interest and concern from everyone, noting that it was directed to raise the pace of work in completing and doubling the implementation of monitoring work, by developing its techniques and mechanisms to a high level and covering High rates in all cities and governorates of the eastern region, in addition to raising implementation rates with regard to treatment. He also discussed with the delegation work mechanisms and coordination processes between all service agencies and contractors in addressing these manifestations and implementing services according to the approved terms and specifications, stressing the importance of finding incentives that enhance efforts in the municipalities. Through volunteers in the work of monitoring the manifestations of visual distortion, he also noted the complementary role between the Municipality and the Municipal Council in the implementation of the visual distortion treatment program.

His Excellency Al-Amin said that the production capacity of monitoring operations has been doubled, and more proposals have been put forward aimed at accelerating the pace of work, pointing to the secretariat’s introduction of a number of mechanisms that enable teams working on the program to monitor the manifestations of deformation in a shorter period, stressing the importance of speed and quality of treatment, and the role of The operations room is responsible for analyzing data and coordinating its processing according to the plans prepared for this.

Subsequently, the Ministry of Municipal and Rural Affairs and Housing reviewed the Ministry's plan to support the municipal sector to address visual distortion, which included a map for monitoring and treating visual distortion elements on the recently activated "Rased" program, and supporting the secretariats and municipalities in monitoring operations within the plan of municipalities and municipalities established for this, with the participation of municipal councils Support and assistance in the subsequent quality control oversight in addressing the elements of visual distortions monitored by the secretariats and municipalities, the work cycle, as well as performance measurement indicators.

For his part, the Undersecretary for Reconstruction and Projects, Eng. Mazen bin Adel Bakharji, presented the experience and efforts of the Municipality in improving the urban landscape, within the plan of the visual distortion treatment program in the major cities in the Kingdom, by establishing a governance aimed at ensuring the treatment of visual distortion in implementation of the instructions of the Ministry of Municipal and Rural Affairs and Housing, where The Eastern Municipality has developed a governance and action plan required in order to achieve the objectives of the visual distortion treatment program for which it was developed, noting that the work plan included defining the governance framework, objectives, main tasks, target visual distortion elements, methods of monitoring observations, treatment methods, and the required work teams To address the targeted elements of visual distortion, and work is underway to implement the plan to achieve the required goals and raise the pace of daily work through reports on the work mechanism and elements of visual distortion being treated and the ongoing activities in this regard, and using the best available techniques in monitoring and treatment through the advanced equipment attracted by the secretariat in this regard. He added that the Municipality has implemented many development programmes, projects and initiatives that will improve the urban landscape and develop the region, within plans, programs and future visions in implementing many development projects that raise the level of improving municipal services at the district level and improving the urban landscape.

Then, the Under-Secretary for Services, Eng. Ziyad bin Muhammad Mugharbel, reviewed the Municipality's plan to address visual distortion and improve the urban landscape, which included raising community partnership through the voluntary initiative "Shaghaf", which is concerned with the participation of community members from volunteers in monitoring the elements of visual distortions, in addition to To display models of productive families’ booths after making modifications that are compatible with the improvement of the urban landscape and the beauty of cities.

For his part, the advisor of His Excellency the Minister and the accompanying delegation visited the control and operations room, which monitors and analyzes all elements of visual distortion and treats them in coordination with all concerned departments of the secretariat and municipalities, and coordination with the relevant service authorities.

The consultant was also briefed on the “digital imaging equipment” used by the Municipality to monitor the manifestations of visual distortion of the road sanctuary and measure the roughness. To photograph road defects during the day or at night, where the information extracted automatically from the equipment is entered into the concerned management system, for analysis and speedy processing.

The visit concluded with an inspection tour of several projects implemented by the Municipality within its programs to treat visual distortion and humanize cities that are consistent with the quality of life, which included the project to develop Abdullah Bin Rawaha Street in Dammam, where this project comes within the initiative to address visual distortion to develop the axial roads in Dammam.

As well as the project to rehabilitate the residential neighborhoods in the Budaiya neighborhood in Dammam, in addition to a visit to the Dammam Corniche, where they saw some of the Municipality’s work in addressing visual distortion, improving the urban landscape, and quality of life, which included the development of pedestrian tracks, on the Corniche, which were provided with shade trees, and chairs, Agricultural basins, and cosmetic lighting poles.

The tour also included the bridge at the intersection of King Fahd Road with the eleventh street, during which they were briefed on the decorative works of the bridge rules at the intersection of King Fahd Road with the eleventh street, which were implemented by the Municipality, as part of the Urban Landscape Improvement Program.
