NEOM - The Council of Ministers held its session today, Tuesday, Dhu al-Qi’dah 19 1442 AH, corresponding to June 29, 2021 AD - via video communication - headed by the Custodian of the Two Holy Mosques, King Salman bin Abdulaziz Al Saud, Prime Minister, may God protect him.
At the beginning of the session, the Council was briefed on the content of the talks and consultations that the Kingdom conducted with a number of brotherly and friendly countries. To deepen bilateral and multilateral cooperation in a way that contributes to the further advancement of relations, and enhances its leadership and position in the international community, and the pivotal role it plays through its participatory work at the global level.
In this context, the Council of Ministers reiterated the Kingdom’s firm positions towards establishing security, stability and prosperity in the region and the world, promoting the concept of peace, coexistence and sustainable development, finding feasible solutions to environmental and climate issues, protecting the land and nature and placing them in a road map with clear and ambitious landmarks through my initiative (Saudi Arabia). Green) and (Green Middle East), which will contribute to achieving global targets.
The Council affirmed the Kingdom’s support for international efforts in combating terrorism in all its forms, manifestations and methods, preventing the financing and flow of funds to terrorist organizations and combating their ideology, reiterating what it had expressed during the Second United Nations High-level Conference of Heads of Counter-Terrorism Services and the Ministerial Meeting of the International Coalition against the terrorist organization ISIS. From the Kingdom’s continuation of a vital partner to the United Nations system in this aspect, and its keenness to support the international coalition in besieging and eliminating the terrorist organization, given the threats it represents and other terrorist organizations to international peace and security.
In his statement to the Saudi Press Agency, His Excellency the Minister of Information, Dr. Majid bin Abdullah Al-Qasabi, said that the Council of Ministers stressed what the Kingdom expressed at the high-level ministerial meeting for international cooperation in the Asia-Pacific region, of its keenness to share with the world the challenges and difficulties it faces. And responding to humanitarian calls across the globe, including dedicating its efforts to confronting the emerging coronavirus pandemic by taking the utmost precautionary health measures in accordance with the highest international standards, and focusing its G20 presidency program (2020) on addressing it, and its economic and social consequences, so that its outputs address the most important aspects that affect human life.
In the local matter, the Council considered that the Kingdom ranked second globally in the global cybersecurity index, and quantum leaps have been achieved during the past years in this index issued by the United Nations specialized agency in information and communication technology, as a result of the efforts of the state and its keenness to strengthen the cybersecurity system, and make it A pioneering model in this field, and it reflects the progress in the maturity and governance of the system since the launch of (Vision 2030), to enable safe digital transformation and achieve its sustainability, and contribute to the consolidation of the Kingdom’s position regionally and internationally, and emphasizes effective cooperation at the international level.
His Excellency indicated that the Council of Ministers appreciated the proactive security follow-up of the activities of criminal networks that smuggle narcotics into the Kingdom, and the contribution of the General Directorate of Narcotics Control, in coordination with the Zakat, Tax and Customs Authority, to protecting members of society from this scourge, after thwarting an attempt to smuggle more than (14) One million amphetamine tablets.
The Council was briefed on the topics on its agenda, including topics that the Shura Council participated in its study, as well as the conclusions of the Council of Economic and Development Affairs, the Council of Political and Security Affairs, the General Committee of the Council of Ministers, and the Council of Experts in the Council of Ministers in this regard.
The Council of Ministers concluded the following:
First:
Authorizing His Royal Highness the Minister of Interior - or his representative - to discuss with the Indian side a draft memorandum of understanding between the Government of the Kingdom of Saudi Arabia and the Government of the Republic of India to cooperate in preventing and combating trafficking in persons, to sign it, and then submit the final signed copy, to complete the legal procedures.
Second:
Authorizing His Excellency the Minister of Human Resources and Social Development, Chairman of the Board of Directors of the General Authority for Endowments - or his representative - to discuss with the Islamic Development Bank a draft memorandum of understanding between the General Authority for Endowments in the Kingdom of Saudi Arabia and the Islamic Development Bank for cooperation in the field of endowments, sign it, and then submit The final signed copy, to complete the statutory procedures.
Third:
Approval of a memorandum of cooperation between the King Abdulaziz House in the Kingdom of Saudi Arabia and the House of National Books and Documents - the Ministry of Culture, Tourism and Antiquities - in the Republic of Iraq.
Fourthly:
Approval of the amendment of Article (Third) of the Law of Antiquities, Museums and Urban Heritage, issued by Royal Decree No. (M/3) dated 9/1/1436 AH, as stated in the resolution.
Fifth:
Approval of the organizational arrangements for the National Center for Government Resource Systems.
Sixthly:
Approval to amend the name of the “Ministry of Transport” to become “Ministry of Transport and Logistics”.
Seventh:
Renewing the membership of Her Highness Princess Haifa bint Muhammad bin Saud Al Saud - represented by the Ministry of Tourism - in the Board of Directors of the General Authority of Civil Aviation.
Eighth:
Approval of two promotions for the fifteenth and fourteenth ranks, as follows:
Promotion of engineer/ Ghazi bin Abdul Khaliq bin Obaid Al-Harbi to the position of (Under Secretary for Construction and Projects) at the fifteenth rank in the Municipality of the Holy City.
Promotion of Engineer/ Saleh bin Abdullah bin Suleiman Al-Sahli to the position of (mayor) at the fourteenth rank in Unaizah Municipality.
The Council of Ministers was also briefed on a number of general topics on its agenda, including two annual reports of the Ministry of Environment, Water and Agriculture and the Agricultural Development Fund, and the Council took the necessary measures regarding these topics.
