Turkish Minister of Energy and Natural Resources Alparslan Bayraktar announced on Monday that discussions were underway on a major electricity interconnection project involving Saudi Arabia, Jordan, Syria, and Turkey, during his participation in the 25th World Petroleum Congress in Riyadh.
Bayraktar explained that the four countries were discussing the establishment of an electricity transmission line and enhanced regional cooperation in the energy sector, without announcing the project's cost, capacity, or implementation timeline.
A New Energy Corridor
The proposed project envisions an interconnected network extending from Saudi Arabia through Jordan and Syria to Turkey, potentially allowing participating countries to exchange electricity according to their needs and generation capacities.
Such interconnection could help improve supply flexibility, take advantage of differences in electricity demand and peak consumption periods, and reduce the need to maintain separate reserve capacities in each market, subject to technical and economic feasibility.
Syria: An Opportunity for Reconstruction
The project holds particular significance for Syria, which needs to rehabilitate extensive parts of its electricity infrastructure.
Establishing cross-border transmission lines and upgrading substations and transmission networks could create opportunities for investment and technical cooperation, while helping improve supply reliability if accompanied by modernization of the domestic grid.
Jordan, meanwhile, could strengthen its position as a connecting point between electricity networks in the Arabian Peninsula and the Levant.
Turkey: The Northern Extension
Connecting the proposed network to Turkey would provide a potential extension toward a major electricity market with existing interconnection links to neighboring countries.
However, access to broader markets would remain dependent on separate agreements and technical and regulatory requirements. The current announcement does not indicate that an approved plan exists to transmit Saudi electricity to Europe.
The Implementation Test
Cross-border projects require coordination on financing, transmission routes, available capacities, infrastructure protection, compatibility between operating systems, and electricity pricing and trading arrangements.
These requirements become particularly important in areas where electricity networks need rehabilitation, especially since constructing transmission lines alone is insufficient to ensure supply stability.
BETH Analysis
The strategic dimension of the proposed project extends beyond electricity exchange to establishing interconnected economic interests among Saudi Arabia, Jordan, Syria, and Turkey.
Interconnected grids could enhance energy security and expand investment opportunities, while creating an ongoing need for institutional cooperation and technical coordination among the participating countries.
The announcement gains additional significance from its timing and location, having been made in Riyadh during an international gathering discussing the future of energy and the security of its supplies.
However, the project's actual value will depend on progressing from discussions to agreements and technical studies, followed by implementation and operation.
If these stages are completed, the electricity interconnection could become a key component of a broader framework for economic cooperation extending from the Arabian Peninsula to the northern Levant.
