His Royal Highness Prince Mohammed bin Salman bin Abdulaziz, Crown Prince and Prime Minister, chaired the Council of Ministers session held today, Tuesday, in Riyadh. Regional developments and the Yemen and “Makkah Alliance” files topped the session’s agenda, alongside Saudi-Syrian relations and the preliminary budget for the coming year.

Support for Yemen’s Legitimate Government and Ending the Coup

The Council of Ministers affirmed the Kingdom’s full support for the Presidential Leadership Council, the legitimate government, and the brotherly Yemeni people, with the aim of ending the coup and restoring the state and its institutions from the Houthi militia. It noted the militia’s continued military escalation and its threat to the region and to navigation in the southern Red Sea and the Bab al-Mandab Strait.

“Makkah Alliance” Moves to Implementation

The Council commended the outcomes of the emergency meeting of the Political and Defense Strategic Committee of the Makkah Defense Alliance, and what it affirmed regarding the solidarity of the three countries and their standing as one in confronting the attacks that targeted the Kingdom, including Makkah, Madinah, and civilian sites and civil and economic facilities.

The Council affirmed the importance of the agreement to activate collective deterrence and immediately move to the practical implementation of joint defense commitments, in a manner that strengthens readiness, military integration, and the ability to confront those threats.

Crown Prince Briefs Council on Meeting with Al-Sharaa

The Crown Prince briefed the Council of Ministers on the substance of his meeting with Syrian President Ahmed al-Sharaa, during which prospects for relations and areas of cooperation between the two countries were reviewed, along with discussions on the latest developments in the region.

Royal Address Outlines the State’s Principles

The Council commended the contents of the annual Royal Address delivered by Custodian of the Two Holy Mosques King Salman bin Abdulaziz at the opening of the third year of the ninth session of the Shura Council, and what it included in affirming the state’s principles, the achievements of Saudi Vision 2030, the gains of developmental and economic reforms, and the foundations of foreign policy.

It affirmed that the aspirations of citizens and the interests of the nation will remain at the core of the work of state institutions, their decisions, and their strategic directions.

Budget Affirms Economic Strength

The Council of Ministers considered the preliminary estimates of the state’s general budget for the coming fiscal year an affirmation of the strength of the Saudi economy and its flexibility in dealing with global changes, while continuing expenditure on services and developmental and social priorities and maintaining fiscal sustainability.

The Council also praised the outcomes of the International Social Responsibility Forum and noted the Kingdom’s participation with countries around the world in marking World Teachers’ Day and recognizing the teacher’s role in preparing generations and strengthening scientific and knowledge excellence.

Decisions of the Council of Ministers

First:
Approval of an agreement between the Government of the Kingdom of Saudi Arabia and the Government of the Republic of Türkiye regarding renewable energy power plant projects.

Second:
Authorizing the Minister of Energy, or his deputy, to discuss with the International Energy Forum a draft memorandum of understanding between the Ministry of Energy in the Kingdom of Saudi Arabia and the Forum for cooperation in the field of energy, and to sign it.

Third:
Authorizing the Minister of Islamic Affairs, Dawah and Guidance, or his deputy, to discuss with the Ghanaian side a draft memorandum of understanding in the field of Islamic affairs between the Ministry of Islamic Affairs, Dawah and Guidance in the Kingdom of Saudi Arabia and the Ministry of Local Government, Chieftaincy and Religious Affairs in the Republic of Ghana, and to sign it.

Fourth:
Authorizing the Minister of Environment, Water and Agriculture, or his deputy, to discuss with the Syrian side a draft memorandum of understanding between the Ministry of Environment, Water and Agriculture in the Kingdom of Saudi Arabia and the Ministry of Local Administration and Environment in the Syrian Arab Republic in the field of environmental protection, and to sign it.

Fifth:
Authorizing the Public Prosecutor, or his deputy, to discuss with the Albanian side a draft memorandum of cooperation between the Public Prosecution in the Kingdom of Saudi Arabia and the Office of the Prosecutor General in the Republic of Albania in the field of crimes that fall within their jurisdiction, and to sign it.

Sixth:
Approval of a memorandum of understanding for cooperation in the television field between the Saudi Broadcasting Authority in the Kingdom of Saudi Arabia and the Public Television Company in the Republic of Armenia.

Seventh:
Approval of the regulation of the Higher Education Fund.

Eighth:
Approval of the renewal of the membership of the chairman and two members of the Primary Committee for the Resolution of Insurance Disputes and Violations in the city of Riyadh.

Ninth:
Approval of the final accounts of the King Abdulaziz Arabian Horse Center for previous fiscal years.

Tenth:
Issuing the necessary directions regarding a number of topics included on the Council of Ministers’ agenda, including annual reports of the Eastern Province Development Authority, the Saudi Electricity Regulatory Authority, the Imam Abdulaziz bin Mohammed Royal Reserve Development Authority, the National Center for Social Studies and Research, the Horse Racing Club, and the Islamic University of Madinah.

Eleventh:
Approval of promotions to the fifteenth and fourteenth ranks, and to the positions of Ambassador and Minister Plenipotentiary, as follows:

Promotion of Saleh bin Mohammed Al-Hadithi to the position of Senior Business Adviser at the fifteenth rank in the Ministry of Defense.

Promotion of Misfer bin Saeed Al-Shamrani to the position of Senior Business Adviser at the fifteenth rank in the General Directorate of Border Guard.

Promotion of Ibrahim bin Bazi’ bin Tuwaili to the position of Strategies Adviser at the fourteenth rank in the Ministry of Interior.

Promotion of Mohammed bin Muflih Al-Daraani to the position of Business Adviser at the fourteenth rank in the Ministry of Interior.

Promotion of Rabee’ bin Tahous Al Masoud to the position of Director General at the fourteenth rank in the General Directorate of Prisons.

Promotion of Dr. Khalid bin Mohammed Al-Manzalawi to the position of Ambassador in the Ministry of Foreign Affairs.
