The Council commends the outcomes of the first meeting of the Strategic Political-Defense Committee of the Makkah Joint Defense Agreement, approves the Cooperatives Law, designates May 12 as Organ Donation Day, and approves agreements and memoranda of cooperation with a number of countries

Crown Prince and Prime Minister Mohammed bin Salman chaired the Cabinet session held today, Tuesday, in Jeddah. The meeting reviewed recent communications and consultations with a number of countries, as well as the outcomes of regional and international meetings, and adopted a number of regulatory and international decisions.

The Council commended the outcomes of the first meeting of the Strategic Political-Defense Committee of the Makkah Joint Defense Agreement between Saudi Arabia, Türkiye, and Pakistan, including executive and institutional steps to establish a General Secretariat headquartered in the Kingdom and activate channels of joint cooperation in a way that strengthens coordination, integration, and the effectiveness of collective deterrence and defense.

The Council also reaffirmed the Kingdom’s continued support for the efforts of the Organization of Islamic Cooperation, praised Saudi Arabia’s regional leadership with 21 cities accredited as Healthy Cities by the World Health Organization, and welcomed the National Greening Program’s receipt of a United Nations award for leading global models in land restoration.

Decisions

The Cabinet approved the Cooperatives Law and designated May 12 of each year as Organ Donation Day.

It also approved an agreement with Greece exempting holders of diplomatic, special, and service passports from visa requirements, as well as memoranda of understanding with Syria in the municipal and housing sectors, with Djibouti in the field of care for persons with disabilities, and between the King Fahd National Library and the National Library of Poland.

The Council authorized the Minister of Finance to sign a draft agreement with Argentina to avoid double taxation on income and capital and to prevent tax evasion and avoidance. It also authorized the Chairman of the Insurance Authority to hold discussions with the Guernsey side regarding cooperation in training and preparing professional competencies.

The Cabinet approved the final accounts of Qassim, Jouf, and Hail universities for two previous fiscal years, and approved the appointment of Dr. Shaher bin Ahmed Al-Oufi as Undersecretary of the Emirate of Madinah Region at the fifteenth rank.

Today’s session brought together domestic regulatory decisions and external cooperation agreements, with the approval of the Cooperatives Law standing out as the most significant new legislative development, while the designation of an annual Organ Donation Day carried a social and humanitarian dimension.

Politically, the Makkah Agreement file represented Saudi confirmation of the transition from defense understandings toward a more structured and institutional implementation track, without constituting a development separate from the outcomes of the Istanbul meeting announced yesterday.
