The Kingdom’s Memory from the Sky
Forty-seven aerial surveying projects did more than produce maps; they built a geospatial archive that preserves the transformation of Saudi cities and lands and supports decision-making after 56 years of imaging and analysis

Saudi Arabia possesses a visual and geospatial archive documenting the transformation of its cities and lands from the sky since 1970, following the completion of 47 aerial surveying and mapping projects over 56 years.
The Urban Planning and Lands Agency at the Ministry of Municipalities and Housing revealed that these projects contributed to building a geospatial database covering more than 771,172 square kilometers. It contains historical and contemporary aerial imagery of urban areas across the Kingdom.
The system is not merely a limited ministerial project, but a national information infrastructure used by multiple government entities for planning, development management and monitoring spatial change.
The aerial surveying projects were implemented in successive stages covering different regions of the Kingdom. They helped establish an integrated national archive of aerial imagery, update spatial data and provide a reliable reference for development projects, studies and urban plans.
The underlying value of this data, however, extends beyond urban planning and land management. Successive images form a historical record through which the transformations experienced by the Kingdom over more than half a century can be examined.
Comparing images captured at different points in time reveals how cities expanded, where neighborhoods and roads emerged, how land use, coastlines and valleys changed, and which features disappeared from the urban landscape over the years.
The journey began with black-and-white aerial photography using analog film, progressed to color aerial imagery, and eventually reached high-resolution digital imaging and the production of digital cadastral maps.
The system’s outputs include historical and contemporary aerial imagery, topographic and cadastral maps, aerial triangulation data, and digital terrain and surface models. It is therefore a foundation for measurement and analysis—not merely an image archive.
The data supports the preparation of urban plans, the updating of land information, the monitoring of spatial changes and encroachments on valleys, and the provision of current urban-area imagery to municipalities and local authorities.
It also supports the work of the White Lands Center and the monitoring of development projects.
Comparing digital models and aerial imagery from different periods also makes it possible to measure building heights, changes in site topography, patterns of urban expansion and the impact of major projects on cities and their surrounding environments.
The system reached an important milestone in quality development when the ministry received ISO 9001:2008 certification in 2010 for the production and provision of spatial information.
The certified scope included aerial and ground surveying, photographic, topographic and cadastral mapping, remote sensing and geographic information systems.
Completing the archive’s digitization and organizing access to it would create broader opportunities for scientific research, urban history and future planning.
It could provide universities, researchers and historians with a resource for reconstructing the history of Saudi cities through imagery alongside written documentation.
Artificial intelligence technologies could also be used to analyze successive images, identify patterns of growth and change, compare plans with what was actually implemented on the ground, and anticipate urban and environmental trends before they develop into problems.
Reports may describe a city and books may chronicle its history, but an aerial image preserves what words may fail to record: its boundaries at a particular moment, the direction of its growth, the neighborhoods that emerged, the landmarks that changed, and the land before urban development reached it.
This work cannot be reduced to aircraft, cameras and maps. Behind it stand teams of young Saudi men and women who have accumulated expertise and carried the system from film and photography into the age of data and digital models.
The system therefore preserves not only the shape of the land, but also the legacy of sustained national work carried out by successive generations of specialists.
What was accomplished over 56 years was not merely the imaging of land; it was the writing of the Kingdom’s history from the sky—and the construction of a foundation that helps it envision its future before drawing it on the ground.
