MASCO Energy has signed a joint venture agreement with CIS GAZ Arabia to establish MASCO Pipelines, a company specializing in providing integrated solutions for the development, execution, and management of oil and gas pipeline projects in the Kingdom.

The agreement was signed by MASCO Energy CEO Omar Algetha’an and CIS GAZ Group CEO Sebastian Horatiu Calugar, as part of an initiative combining local execution capabilities with international expertise specializing in pipeline infrastructure.

The new company’s activities include engineering, procurement, and construction; pipeline rehabilitation; testing and commissioning; maintenance; and asset integrity management. This enables it to provide services covering the entire pipeline lifecycle, from design and construction to monitoring, repair, and efficiency enhancement.

MASCO Pipelines will serve oil and gas, petrochemical, industrial-facility, and strategic-infrastructure projects. It will draw on MASCO Energy’s experience in executing engineering, procurement, and construction projects in the Saudi market, as well as CIS GAZ’s technical capabilities in pipeline construction, rehabilitation, inspection, and maintenance.

CIS GAZ has operated in the energy-pipeline sector for more than three decades. Its expertise includes oil and gas transmission and distribution pipelines; metering, compression, and pumping stations; inline pipeline inspection; mechanical cleaning; corrosion treatment; and the technical integrity management of assets. It also designs, manufactures, and installs energy-infrastructure equipment from the wellhead to the end consumer.

The two companies announced that MASCO Pipelines will integrate advanced technologies and artificial intelligence solutions into its operations to improve project execution, strengthen asset monitoring, support data-driven decision-making, and enhance pipeline-maintenance efficiency and integrity.

The alliance also aims to transfer knowledge, develop national capabilities, increase local content, and build specialized expertise that supports the growth of the energy and industrial sectors and the objectives of Saudi Vision 2030.

The announcement did not include details regarding the new company’s capital, the ownership stakes of the two partners, or the first projects it will undertake.

The company also possesses specialized expertise in pipeline integrity management, inline inspection, mechanical cleaning, corrosion detection, repairs under pressure, predictive maintenance, and extending the operational life of assets.

CIS GAZ has executed strategic projects, including a 62-kilometer pipeline connecting the gas networks of Romania and Moldova, a 165-kilometer gas transmission pipeline, and projects carrying oil pipelines beneath the Danube River.
