Cabinet Session Chaired by Crown Prince: International Messages and Strategic Decisions Reinforcing Saudi Presence

His Royal Highness Prince Mohammed bin Salman bin Abdulaziz Al Saud, Crown Prince and Prime Minister – may God protect him – chaired today’s session of the Council of Ministers held in Riyadh.

International Messages and Briefings

At the outset of the session, His Royal Highness briefed the Cabinet on the contents of the message he received from Russian President Vladimir Putin, as well as on the outcome of his meeting with the Vice President of the State of Palestine, Hussein Al-Sheikh.
His Excellency Minister of Media Salman bin Youssef Al-Dosari explained that the Cabinet reviewed regional and international developments, particularly the situation in the occupied Palestinian territories, and the Kingdom’s intensive efforts with the international community to end the humanitarian catastrophe in Gaza and deliver relief aid in full coordination with international mechanisms.
The Cabinet also underscored the significance of the joint Saudi–Italian statement, which reaffirmed the shared commitment to achieving a just, secure, and comprehensive peace in the Middle East and called for an immediate ceasefire in Gaza, while condemning any actions undermining the two-state solution.

Domestic and Development Affairs

The Cabinet expressed appreciation for the Custodian of the Two Holy Mosques, King Salman bin Abdulaziz Al Saud – may God protect him – for his patronage of the 9th edition of the Future Investment Initiative (FII) conference, themed “The Key to Prosperity”, to be held in Riyadh from October 27–30, 2025.

The Council reviewed a number of economic, developmental, and security-related items, in coordination with the Shura Council and specialized ministerial committees.

Key Decisions

Formation of the Board of Trustees of the Esports World Cup Foundation, chaired by His Royal Highness the Crown Prince.

Authorizing the Minister of Foreign Affairs to negotiate with Moldova on a draft memorandum of understanding regarding political consultations.

Approval of bilateral agreements in air transport services with Liberia and Ecuador.

Approval of cooperation memoranda on anti-corruption efforts with Uzbekistan.

Approval of a memorandum of understanding on mineral resources cooperation with the United Kingdom.

Approval of an agreement with India on peaceful space activities.

Endorsement of the updated National Strategy for the Sustainability of the Red Sea.

Defining the geographic scope of the Majamiʿ Al-Hadb Reserve.

Approval of the final account of Al-Baha University for a previous fiscal year.

Approval of promotions to senior positions, including:

Promotion of Ali bin Abdulmohsen Al-Melihan to the position of Ambassador at the Ministry of Foreign Affairs.

Promotion of Sultan bin Ibrahim Al-Mazrouʿ to Senior Business Advisor (15th rank) at the Ministry of Islamic Affairs, Dawah, and Guidance.

Promotion of Majid bin Abdulaziz Al-Salem to Business Advisor (14th rank) at the Ministry of Interior.

Promotion of Ali bin Salem Al-Shahri to Branch Director (14th rank) at the General Presidency for the Promotion of Virtue and Prevention of Vice.

BETH Commentary

The Cabinet session reaffirmed that Saudi decision-making operates on two parallel tracks:

Externally: by strengthening the Kingdom’s proactive international role, particularly on the Palestinian issue.

Internally: through a series of strategic decisions that support development, innovation, and resource sustainability.
