Saudi Cabinet: International Partnerships… and New Developmental Decisions Led by the Crown Prince

His Royal Highness Prince Mohammed bin Salman bin Abdulaziz Al Saud, Crown Prince and Prime Minister, chaired the Cabinet session held today, Tuesday, in the city of Jeddah.

At the outset, His Highness briefed the Cabinet on the outcomes of his official talks with President of Indonesia Prabowo Subianto, and the content of the phone call he received from German Federal Chancellor Friedrich Merz.

🟩 Saudi-Indonesian Strategic Relations
The Cabinet praised the outcomes of the first session of the Saudi-Indonesian High-Level Coordination Council, highlighting the strength of bilateral ties and the joint commitment to expand them. The Cabinet welcomed the signing of multiple agreements and memoranda of understanding between private sector entities in fields including:

Clean energy

Petrochemical industries

Aviation fuel services
All aiming to achieve an advanced economic partnership between both countries.

🟩 Global Economic Stability
The Cabinet addressed the Kingdom’s ongoing efforts to support multilateral cooperation and foster global economic growth, particularly through continued coordination with OPEC+ producers to maintain oil market stability.

🟩 UNIDO Conference in Riyadh
The Cabinet welcomed the Kingdom’s hosting of the 21st General Conference of the United Nations Industrial Development Organization (UNIDO) this November in Riyadh, contributing to joint solutions in sustainable manufacturing, innovation, and technological transformation.

🟩 Protecting Children in Cyberspace
The Cabinet lauded the unanimous adoption by the UN Human Rights Council of a Saudi-sponsored resolution to protect children in the digital space, as part of the global initiative launched by His Royal Highness. The resolution reflects Saudi Arabia’s vision for a safe and inclusive digital environment for children worldwide.

🟩 Leadership in Cybersecurity and Digital Advancement
The Cabinet noted that the Kingdom’s continued lead in the Global Cybersecurity Index 2025 adds to its rapid achievements in this vital sector. Additionally, Saudi Arabia ranked first globally in the ICT Development Index, underscoring the strength of its smart digital infrastructure, investor-friendly environment, and a digital economy now valued at 495 billion SAR.

🟩 Anti-Narcotics Successes
The Cabinet praised the recent achievements in combating drug trafficking, including the dismantling of criminal networks and continued efforts in security and prevention to protect society from this harmful scourge.

Approval of the General Agreement for the Arab Common Electricity Market, signed during the 15th Arab Ministerial Council for Electricity.

Authorization for the Minister of Interior to discuss a draft MoU with Uzbekistan in scientific, training, and research fields.

Authorization for the Mayor of Riyadh Region to discuss and sign an MoU with Moscow’s city government on urban operations cooperation.

Approval of an MoU in agricultural cooperation with Argentina’s Ministry of Economy.

Approval of an MoU in financial cooperation with Oman’s Ministry of Finance.

Approval of an MoU in mineral resources with Austria’s Federal Ministry of Finance.

Authorization for the Minister of Industry and Mineral Resources to sign an MoU with Moscow’s Department of Entrepreneurship and Innovation Development.

Approval of an MoU with Italy on future modern transportation technologies.

Authorization for the Minister of Investment to sign an agreement with Chad on mutual investment protection and promotion.

Approval of a security cooperation agreement with Thailand’s National Intelligence Agency to combat terrorism and its financing.

Approval of the updated National Transport and Logistics Strategy.

Approval of the Regulation on Non-Saudis’ Real Estate Ownership.

Approval of the Public Irrigation Authority’s organizational structure.

Adoption of July 25th as the National Drowning Prevention Day.

Mandating the Social Development Bank to create a guarantee program for low-income groups to help access financial products.

Approval of the final accounts for the Madinah Development Authority and the Public Health Authority for a previous fiscal year.

Approval of the following promotions:

Turki bin Abdulaziz bin Mohammed Al-Nasser to Senior Business Advisor (Grade 15) at the Cabinet General Secretariat.

Mishari bin Abdullah bin Mohammed Al-Fawaz to Senior Legal Advisor (Grade 15) at the Bureau of Experts.

Ameen bin Abdulrahman bin Ibrahim Al-Haidar to Office Director (Grade 14) at the Commission for the Promotion of Virtue and Prevention of Vice.

and took appropriate actions accordingly.
